In the heart of Howrah, West Bengal, lies the Tikiapara slum—one of India's most densely populated and marginalised settlements. For many, the cycle of intergenerational poverty here felt inescapable. However, since 2001, Samaritan Help Mission (SHM) has been rewriting that narrative, proving that zip codes do not define destiny.

As a BCF-registered NGO, Samaritan Help Mission stands as a beacon of transparency and social impact, moving beyond mere charity to create structured, result-oriented systems of empowerment.

From a Single Room to a Global Movement

The story of SHM began with a single human moment. In 2001, founder Mamoon Akhtar responded to a child’s plea for an education. Starting with just six children in his own home, the mission was guided by a simple yet radical philosophy: “By need, not by creed.”

Today, that humble 600-square-foot beginning has evolved into a powerhouse of social change. SHM now operates seven formal schooling facilities, providing quality English-medium education to over 6,500 students from the Tikiapara and Bankra slums.

Bridging the Achievement Gap: NEET & JEE Coaching

SHM doesn't just aim for literacy; it aims for excellence. Recognising the barriers that slum-based students face in competitive exams, SHM launched a specialised residential program for NEET and JEE preparation.

Success Rate: In just its second year, the program achieved a 30% success ratio.

Future Goal: To reach a 50% success rate within the next two years, ensuring that the next generation of doctors and engineers  emerges from the very heart of Howrah’s marginalised communities.

A Holistic Approach: Nutrition and Healthcare

Education cannot thrive on an empty stomach or a frail body. SHM’s model is built on the understanding that holistic support is the only way to sustain long-term growth.

The School Feeding Program: Daily, 3,610 students receive nutritious meals on campus. This initiative has been a game-changer for school attendance and cognitive focus.
Rebecca Belilious Charitable Dispensary: What started as a clinic is now a 60-bedded hospital. From free cataract surgeries to a dedicated dialysis care unit and a 20-bedded hospice for the homeless, SHM ensures that dignity in healthcare is a right, not a privilege.

Empowering the Backbone of the Community: Women

The Skill Development and Women’s Empowerment Unit at SHM is a catalyst for economic independence. Currently supporting 500 women annually, the program provides training in market-relevant trades. With plans to double this capacity to 1,000 women per year, SHM is effectively strengthening the financial fabric of thousands of families.

Global Recognition for Local Impact

To truly appreciate the work of Samaritan Help Mission, one must understand the starting point. Tikiapara is frequently cited as India's sixth-largest slum—a dense, highly marginalised settlement where daily survival often eclipses the dream of education. For decades, the narrative surrounding Tikiapara was one of generational poverty and systemic neglect.

By addressing the root causes of dropout rates—such as hunger through daily feeding programs, and poor health through a 60-bed hospital—SHM created an ecosystem where a child from the slums can legitimately compete for a seat in medical and engineering colleges.

This hyper-local, deeply rooted impact has not gone unnoticed by the global community.

T4 Education (UK): Ranked SHM among the “Top 10 Inspirational Schools in the World” for overcoming adversity.
Indian Chamber of Commerce: Awarded SHM for excellence in Education and Social Impact.
National Honours: Founder Mamoon Akhtar has been twice recognised as an “Amazing Indian.”

Role of Bengal Chamber Foundation

Samaritan Help Mission (SHM) is a registered NGO under the Bengal Chamber Foundation (BCF), the social arm of the Bengal Chamber of Commerce and Industry (BCC&I). Its over two-decade journey highlights the power of local leadership in addressing complex urban poverty and social challenges. With a continued focus on quality education, accessible healthcare, and women’s empowerment, the organisation contributes to building a more self-reliant and equitable society. Through this association, BCF brings visibility to high-impact grassroots initiatives that demonstrate both operational credibility and scalable potential.

The journey of Samaritan Help Mission reinforces a key insight—sustainable urban development and slum emancipation are not the result of isolated efforts but of consistent, community-led action. With institutional support from the Bengal Chamber Foundation, such models gain the structure and visibility needed to expand their reach. In doing so, they not only strengthen marginalised local communities but also offer replicable frameworks for urban empowerment across West Bengal and beyond.

At its core, this is a story of how meaningful change begins—locally, collectively, and executed with purpose.
